The department of Finance and Administration is responsible for developing strategies for ensuring effective, efficient and responsive support services to the Directorate for Ethics and Integrity.

As the “wheels” of the organization, one of the cardinal roles of the department of Finance and Administration is to facilitate and / or support the performance of technical departments of the Directorate to ensure that they achieve their core mandates.

The department is headed by the Principal Assistant Secretary – Mr. Emaru Mackay, supported by a team consisting of a Principal Personnel Officer; a Senior Assistant Secretary; a Senior Accountant and a number of other officers/staff. 

Functions of the Department

          1. The overall coordination and monitoring of all programmes of the Directorate for Ethics and Integrity. 

          2. Mobilization of resources; financial, human and material for the effective and efficient operation of the
            Directorate for Ethics and Integrity.

          3. Analyzing and submitting technical reports, quarterly and annual performance reports for the Directorate.

          4. Coordination of development plans, Ministerial Policy Statements, Budget Frame Work Papers and budgets for the Directorate
            .
          5. Continuous reviewing of the Directorate’s structure in order to improve performance in an anti corruption environment and/or campaign that is constantly evolving.

          6. Harmonization and overseeing performance management as well as internal training needs for staff in order to match organizational resources and performance targets.

          7. Applying best practices and regulations to ensure efficient management and maintenance of office facilities, logistics and assets.

          Planned Outputs For 2011/12

          1. Dissemination and monitoring the implementation of the National Anti Corruption Strategy.
          2. Enhanced coordination of the Inter Agency Forum institutions in order to combat corruption.
          3. DEI staff establishment structure restructured and 90% of the vacant posts filled.
          4. 112 Districts of Uganda monitored and evaluated on the performance of District Integrity Forums as tools to promote accountability in Local Governments.
          5. National Ethical policy developed.
          6. New anti corruption laws such as the Whistleblower Protection Act 2010 popularized and disseminated to five regions of Uganda.
          7. Mobilise resources, prepare budgets and plans
          8. Ministerial Policy Statement developed
